The failure that cannot be repaired
A double or triple-pane window is a sealed unit. When you see fog or a milky haze trapped between the panes, that seal has failed and moisture got inside the airspace. There is no repair for this — the insulated glass unit itself has to be replaced, and in an older frame it is often more practical to replace the whole window than to source a matching replacement glass unit.

Problems that are genuinely repairable
A draft at the sill or around the sash is frequently a failed weatherstripping or a settling issue with the frame, not a reason to replace the unit. New weatherstripping and sometimes a hardware adjustment resolves it at a fraction of replacement cost.
A window that sticks or will not stay up is usually a balance or hardware problem — worn sash balances, paint built up in the track, or a misaligned lock. All of these are repairable on an otherwise sound frame.
Peeling or failing exterior paint on a wood window is maintenance, not failure. Wood windows are a genuine ongoing commitment, and skipping the maintenance is what turns a paint job into a rot problem a few years later.
When the frame itself is the problem
Soft wood at the sill, visible rot, or a frame that is out of square are signs the window assembly itself has failed, not just the glass or the hardware. At that point a repair is treating a symptom, and the honest conversation is about replacement — ask your contractor to show you exactly where the rot is and how far it extends before you agree to anything.
